Can i tether my iPhone to it’s free Cloud WiFi as opposed to paying for the expensive EDGE service?

Wifi is free. Phones have the ability to use Wifi. Why should I have to pay for a data plan I don’t need, if I’m only going to use the internet in wifi hotspots?
