Yes, and you’re computer right now can serve as a server. When you buy full-on web servers they come with a lot of software and hardware that makes it easier and more robust, but you don’t actually need one.
There are actually a lot of good hosting sites that will do the work for you. You pay them something like $10 a month and upload the html code and they will deal with the storage, databasing, and uptime. Domain names come as part of this deal. Search for Yahoo! webhosting, I’ve run a site through there before.
